Message to Captain Montevideo,


            The Ecuadorian farmers were generally unreceptive to the joint Ecuadorian initiative to hire farmers as spies, as most prefer to go on with their daily lives. However, one cocoa farmer, known to his neighbours as Senor Juan Santiago, overly eager to serve the state, had engaged in ‘espionage activity’ near the main roads in Jaen. We commend his bravery, but he was perhaps too bold. Due to the fact that he was untrained as an operative, he was quickly captured during his first incursion to Peruvian lands.


2.         The Peruvian army stationed near the border in Jaen has sent a letter demanding why the Ecuadorian government has issued an order to engage in espionage in Peru. We suspect that Senor Juan Santiago has revealed our initiative under pressure from interrogation. The Peruvians have refused to release him, despite pleas from his family and the local (low level) authorities in Jaen.


3.         As we speak, the Peruvians have not made any significant developments in the region. However, they may put their soldiers (maybe even their navy) on high alert. Moreover, small Peruvian vessels were sighted off the coast near the Southern Guayaquil province, but have yet to physically move into Ecuadorian waters. This may escalate into a greater crisis between the two nations. Clearly, serious distrust exists between Peru and Ecuador.
